Performance Quality Control Program (PQCP)
Dynamis provides a formal quality control organization at the corporate level to ensure quality and effective program management and it has been a fundamental element for contracts managed by the company. PQCP will assure compliance with established quality standards and will continuously strive to improve on processes and procedures to improve the level of services and deliverables provided.
Dynamis’ PQCP is built upon our certified ISO management system (ISO 27001) standards and tenets that are based upon rigorous identification and documentation of system risks and processes. Dynamis achieved the ISO 27001 certification in 2016, an internationally recognized information security management standard which ensures organizations can apply a framework to help identify, manage and reduce risks within business functions. The system and certification gives confidence to our customers that risks are adequately managed.
Our ISO approach does not simply inspect for errors—it measures performance against a standard, thereby enabling us to control processes and make continual improvements. Data-driven conformance control applies to our work, program management, quality, and the timely performance of our subcontractors and suppliers.
Risk Identification, Analysis, and Mitigation
Our ability to ensure customer satisfaction begins with problem resolution methodologies through a disciplined management of risk at both the program and activity levels. Our approach for problem resolution follows our ISO 27001 process by which the team identifies, scores, assigns an owner, and ranks risks as they are identified. Dynamis uses a Continuous Risk Management (CRM) approach to minimize impacts from potential problems before they occur. We prepare Risk Management Plans to include technology risks but as well as contractual information, program deliverables, and project resources. We assess risks for a wide range of program and project areas from the requirements stage through implementation.
Once a risk is identified, we conduct a risk assessment of the magnitude and potential impact of the issue and initiate a risk control and containment plan. The Project Manager assigns responsibility for containment of each risk and documents those assignments in a Risk Register. The register contains a description of the risk, the risk category, the risk impact assessment, the risk ranking and urgency, the originator, and the name of the responsible lead. The system will also include development and identification of the metrics to be used for evaluating progress in containing the risk and a schedule for status updates.
Dynamis Performance Assessment Rating System (DPARS)
In addition to the rigor of the ISO and risk management processes, Dynamis assesses contract performance by using a tailored contract performance scoring system to provide continuous insight into overall program performance. The Federal Government created the Contractor Performance Assessment Reporting System (CPARS) to employ a standardized method for measuring contract performance. At Dynamis, we use the Dynamis Performance Assessment Rating Systems, or DPARS, to complement to CPARS and to provide a means of tracking contract performance in key areas, particularly client delivery and program operations.
Using measures that exceed standard PMI Project Management artifacts, our project managers develop a set of key performance indicators to measure contract performance and use this tool as part of our Quality Assurance Control Plan to ensure achievement of contract deliverables. Elements include quality, performance, cost, schedule, contract expenditure rates, and customer and employee engagement. The DPARS system is used internally and the CM and ACMs will be held accountable by company leadership and the Project Management Office on a continuous basis throughout the life of a contract.

Dynamis is prime contractor on a five-year contract in DHS HSAI, which started in September of 2019.We have five internal positions with a Program Manager performing duties and managing the contract. Dynamis has been supporting HSAI since 2014 as this recent contract win was a re-compete of our initial contract.
Dynamis staff provides HSAI with a wide variety of support services to HSAI’s critical mission of training and developing the DHS Acquisitions Workforce (AW). This includes assisting with HSAI’s Acquisition Workforce Strategic Human Capital Plan (AWSHCP). Dynamis provides HSAI with the expertise, guidance and support in developing certification application approaches, plans, tools, processes, and products towards enhancing HSAI’s communications with the DHS acquisitions community. Tasks include developing plans and processes to effectively and efficiently execute the AWSHCP, benchmarks to monitor its progress, and implementation guidelines. Dynamis assists on the new AWSHCP initiative to identify and validate the DHS acquisitions workforce in order to better assess the AW’s current strengths and weaknesses through foundational and intermediate acquisition training workshops. Dynamis staff provide thorough and consistent communication, training site and database updates, standard operating procedures (SOPs), and acquisition training event coordination with both internal and external stakeholders ensuring both engagement and cooperation.
The staff regularly provides reports and analysis measuring the effectiveness of HSAI surveys, workforce data, and other metrics to better provide accurate reports and recommendations designed to improve HSAI performance goals. Project/Program Management includes recommending program improvements or updates, such as providing recommendations based on recent policy changes; changes in acquisition workforce, or results from program assessment reviews.
Dynamis has been working with Department of Homeland Security (DHS) to facilitate DHS Training program and development for the DHS acquisition workforce. Homeland Security Acquisitions Institute (HSAI) is designed to train DHS’s acquisition workforce on their functional positions, such as contracting, purchasing, program management, logistics, and budgeting. These areas include the development of a Workforce Development and Training Program Plan which provides recommended approaches for delivery of e?ective programs that re?ect an appropriate balance of resources (human capital, money, and time).
